Yes, you do need permission from the publisher,but you probably won’t get it. It would be similar to making copies of an audiobook for resale or photocopying a real book for resale. Publishers don’t allow multiple copyright holders for the same book.
do you need a resell right when you sell ebooks ? like when u buy ebook from amazon.com and then sell it in?

Some have resale rights and say so. I think if a book is over 100 years old the copyright expires so you can reproduce it and sell it (Idea for rare books)
