I want businesses to be able to list and users to be able to find them through a break down of categories and write reviews. I know many of these sites exist. I don’t know how to program sites and would like to know if there is a site building tool that will help me do this. Thanks
Well there are of course tools for the purpose of site building but what you are asking for is far more complex than site building. Site building programs can let you add a lot of stuff like lists, graphics, java & flash content, style sheets, color schemes etc. But the main thing in the kind of site you want to build is the break down of categories. Now that would need a really complex algorithm if you would like to do it automatically. Besides for the businesses to register & the users to register, you ll have to learn Database connectivity & other stuff. So you can either get some one or a team to design a site for you or learn the stuff and do it for yourself.

Yes, but your website will be bad if not done in Dream weaver, my advise as is above learn it it takes long time to learn it or buy a pro!
