I wouldn’t say that these programs were all that new. They have just recently become more popular because of internet marketors selling the "idea". Usually for a small fortune.
www.Milnicmedia.com is the best place to go if you wish to promote products like these. They have PPA (pay per action) as well as your usual commission based products. PPA are generaly products that require people to enter information such as their email address or post code. These are my personal favourite because people don’t have to buy anything for you to get paid.
Commissions are paid when people download a product, such as a ring tone. Again these are great because people don’t need a credit card to buy them.

I’m sure that anybody can earn money from WAP, but you have to learn some new things to create wapsites aka mobile sites. Don’t get panic, if you can able to create a website (html, php or any other) you can also able to create wapsites as like as 123.
