I’m looking into cheap pay-per-click ads but don’t want to get scammed. What is the best way to go?

Google adwords is the best and it is completely safe i have used it myself many many times.

    Google and Yahoo are great of course but you must have the proper budget to use them. Many people with tight budgets can benefit from smaller search engine sites like mamma.com and bidvertiser.com
