This may be a strange question, but I am selling something on Ebay, and the person who is close to winning the item has a store that sells items that are similar to the one I’m selling. Is it against any rules for them to turn around and re-sell the item on Ebay?

I will take your question a step further. Someone bought something from me, filed a complaint saying it was broken. We agreed on a partial refund. A week later the same person had the item they just bought from me, re-listed and it was NOT broken at all. Welcome to Ebay, there is a lot to learn. I wish you luck. Most on there are honest but check others feedbacks as they can speak volumes as to someones character.
Is it against the rules for an Ebay buyer to re-sell an item on ebay that they won on ebay?

It’s fine. The buyer can do anything they wish, including resell.
