My business is 100% online. However I will be promoting the business nationally and soon internationally offline. In any state that I solicit business, do I have to have a permit?

What do you mean by additionl permits? Do you have permits already? If you do, then the only thing you need to do is go on with your markerting and promotion.
You need a permit for any type of busines no matter how small or big, if it’s national or international. If the business is already online and you don’t have the permit already, go get one now. You might have to take the site down because you should have gotten the permit before put it on the net.
